This error occurs when Google Chrome is blocked from accessing the MIDI devices on your computer. 

In order to resolve this error and use your MIDI keyboard in Compose, you will need to allow Google Chrome access to your MIDI devices by taking the steps here: Google Support - Give sites permission to MIDI devices in Chrome.
